PLANNING AND ZONING 

PLANNING COMMISSION MEETS:  1st and 3rd Thursday Mornings at 8:15 AM, City Hall, 450 South Main Street, Richland Center WI.

APPLICATIONS: Must be received the Friday before the week of the Planning Commission to be placed on the Agenda.

PLANNING COMMISSION REVIEW PROCESS: (New Commercial/Industrial Plans)   

(Building remodeling, signs, conditional uses can be usually handled in one meeting of the Planning Commission)                     

APPLICATION ITEMS:                      

 

o        Planning Commission Application: Completed and Signed (Application)

o        Letter of Intent

o        Site Plot or Plot Plan

§         Showing Current Structures and Distances

§         Showing Desired Changes or New Structures

o        Maps/Civil Drawings (Commercial)  review (11X17 ) civil drawings are desired, larger is ok.

§         Landscaping Plan

§         Lighting Plan

§         Erosion Control Plan

§         Storm Water Runoff (NR 151/216) N.O.I. (1 Acre or more)

§         Off Street Parking (Commercial)

o        5 Copies of Application and attachments for review

o        Fees

 

DIFFERENT PLANNING COMMISSION ACTION LEVELS:

1.      CONCEPTUAL APPROVAL: Can be given in first meeting

-          Application Documents on file

-          Staff Review of initial application documents. Staff Recommendation

2.      PRELIMINARY APPROVAL: Can be given in first meeting

-          Plan document on file.

o       Civil Drawings / Energy Calculations

o        Landscaping Plan

o       Lighting Plan

o       Erosion Control Plan

o        Storm Water Runoff (NR 151/216) N.O.I. (1 Acre or more)

o        Off Street Parking (Commercial)

-          Staff Review/ Recommendation

-          Additional documents must be on file with City

o        Traffic Study (may be required)

o       Site Survey (may be required)

o       State Building "Conditional Approval" must be received for final approval

3.      FINAL APPROVAL: Cannot be given during first meeting. This allows for Staff and Engineering review time and will require a second agenda session, usually 30 day from Conceptual/Preliminary approval.

o       All DOCUMENTS MUST BE ON FILE WITH CITY PLANNING / OR BUILDING SAFETY

 

o       UNIFORM DWELLING CODE (UDC) See Building Safety Web Page.

§         Upon Planning Commission Approval and verifications all required documents are on file with the City the Building Safety/Building Inspector has 10 days to review plans and issue building permits.

o       COMMERCIAL:

§         State Plan Check Conditional Letter must be on file with City for Planning Commission to approve. Upon Planning Commission Approval and verification all required documents are on file with the City and upon verification by City Engineer and Building Safety “Building Permits” can be issued.

§         Approval will usually be contingency on certain property/site or performance related concerns of the Planning Commission such as public hearing, environment, other agency approvals: DNR, PSC, WISDOT, ET PLANNING, OR TOWNSHIPS. 

** Planning Commission and City Council Action are required before

“ Building Permits ” will be issued on certain applications.
