ADMINISTRATION

ADMINISTRATION: Responsible for the day to day administration of the City Departments. Implements policy decisions and administers approved programs. Essential Duties and Responsibilities

· Effectively leads departmental operations by organizing and directing programs, activities and facilities in a manner consistent with stated mission.

· Establish and clearly communicate the City's vision, mission, values, goals and objectives.

·   Coordinate and administers departmental operations, administration, personnel/staffing, insurance, planning-zoning, Inspections, grants.

· Ensure that adequate resources are available to achieve goals and objectives. Establish and maintain sound administrative practices and procedures conductive to efficient and effective operation of city departments; and, review and evaluate staff performance on a regular basis.

CommUNITY – ECONOMIC AND REDEVELOPMENT

COMMUNITY DEVELOPMENT: The City Administrator/Utility Manager serves as the Community Development Director. Responsible for the management and leadership of Community Development objectives.  Duties: Planning/zoning, Redevelopment/Economic Development, Housing.

 

Develop and maintains positive relationships with citizens, neighborhoods, businesses and other community groups and agencies. Develops and/or oversees the preparation of recommendations to the City Council, City Redevelopment Agency, local, regional and state EDA’a, Planning Commission, Board of Zoning Appeals. The Director initiates programs, as applicable, relating to land use, zoning, redevelopment and economic development. Implements policy decisions and administers approved programs. The City of Richland Center operates a separate Housing Authority.

 

  The Community and Economic Development Department manages the following Offices:

·         Planning Services: Zoning / Floodplain Review

·         Engineering / Capital Projects

·         Building Safety/Code Enforcement

 

PLANNING SERVICES: The City Staff wear many hats in providing planning services to the community, dealing with activities such as zoning and subdivision regulations, land use planning, economic development, historic preservation and housing programming.  Contact Jude Elliott, City Clerk /Treasurer, at 608-647-3466

 

ENGINEERING SERVICES:  The Administrator/Utility Manager acts as the coordinator of “Engineers of Record” This requires several engineering firms to be present in he community at any given time working on “Capital Investment/Improvement Programs: Streets, Storm Water, Electrical, Water, Waste Water facility planning, short-term improvements and long-term solutions to community infrastructure. The “Public Works Committee with a representative of the “Utility Commission” review and monitor the Capital Investment/Improvement Program.  CAPITAL PROJECT BIDS

 

BUILDING SAFETY (Inspection Services):

·    The inspection staff issue all needed building and mechanical permits, perform on-site inspections, and offer consultation on building and municipal code-related questions.

·    Respond to “Code Enforcement” and “Property Complaints” regarding related private property building and mechanical permits, perform on-site inspections, document and file complaints with City Attorney on violations.

·    Part-time Building Safety Technician and contracted agencies use voluntary compliance approach to Building Safety complaints.

·    Maintain Ordinances for “Code Enforcement” .
