ADMINISTRATION

Responsible for the day to day administration of the City. Duties: City Strategic Mission: goals and objectives, legal, personnel, insurance, labor negotiations, public information, grants. Implements policy decisions and administers approved programs.

Biography
Stephen P. Compton began his service with the City of Richland Center on February 1, 2005, after serving as Village Administrator in Sturtevant, Wisconsin from 2003, and has over 28 years in executive managerial experience working with California municipal governments.

Mr. Compton arrived at the time when the HWY 80 project was beginning and has served as a project liaison with the Public Works Committee and the Wisconsin Department of Transportation. Additionally, he has made it his goal to enhance community development and economic development efforts, focusing particularly on attracting new residential growth to the City. Understanding that Richland County can grow and the need for affordable housing to grow in future years, his experience indicates that solid development groundwork is essential.

Richland Center has experiencing limited growth and is a uniquely diverse community. Mr. Compton intends to play his part to bring the City ever closer to the goal of participation at the forefront of Richland County’s only city while improving delivery of services to its citizens and employing solid proven strategies to plan for the future.

Role
The City Administrator/Utility Manager is hired to serve the council, the utility commission and the community and to bring to the local government the benefits of training and experience in administering local government projects and programs on behalf of the governing body. He prepares a recommended budget for the council's consideration; recruits, hires, and supervises the government's staff; serves as the council's chief adviser; and carries out the council's policies. Council members and citizens count on the City Administrator/Utility Manager to provide complete and objective information, pros and cons of alternatives, and long-term consequences. City Manager/Administrators and County Administrators formed a professional association, ICMA, in 1914 to help share expertise and experiences in local government's management to best serve their community.
